			<content:encoded><![CDATA[<p>The Neilsen Co. surveyed more than 27,000 consumers in 52 countries to find out their feelings about paying for online media subscriptions.  Movies and music top the list of services that people would be willing to pay for online, approaching 60%.  Games, professionally produced video and magazines hover around 50% and newspapers are just above 40%.  Talk radio, podcasts, social commentaries, and music radio come in slightly ahead of consumer-generated videos and blogs, which are low on the list of content consumers are willing to pay for.  More than 78% of those surveyed said they believe if they already subscribe to offline services like magazines, newspaper, and television, they should be able to use online services for free.  In addition to that, 71% said the services would have to be considerably better than what is currently free before they actually pay for it.  Also, most people surveyed believed that if they pay for content, there should be no advertisements.  <a href="http://www.bizjournals.com/tampabay/stories/2010/02/15/daily22.html" target="_blank">Tampa Bay Business Journal</a> Feb. 16, 2010</p>

<p class="MsoNormal" style="text-align: left;"><span style="font-size: 10pt; font-family: ">Torrential downpours have flooded the Atlanta, GA area forcing many local highways, roads and bridges to close, slowing the delivery of mail, newsstand and newspapers to the effected areas.  Although the rain has diminished for the time being, there are additional storms heading toward the area threatening to worsen the current conditions, especially for the northern and northwestern suburbs of Atlanta.  The National Weather Service has extended the flood watch until 8pm this evening, but further delays can be expected if the advancing storms contribute to the nearly 24 inches of rain that many areas received throughout Monday.</span><span id="more-2387"></span></p>
<p><strong><span style="font-size: 10pt; font-family: ">Over-the-Road Conditions</span></strong></p>
<p><span style="font-size: 10pt; font-family: "> <strong>Major Interstate Closures:</strong></span></p>
<p><span style="font-size: 10pt; font-family: ">I-20 closed in both directions between Fulton Industrial Boulevard in south Fulton County and Fairburn Road in Douglas County.</span></p>
<p><span style="font-size: 10pt; font-family: ">I-285 closed between South Cobb Drive and Donald Lee Hollowell Parkway.</span></p>
<p><span style="font-size: 10pt; font-family: ">I-575 closed in both directions at U.S. 92 in Cherokee County.</span></p>

<p><strong>Blizzards and Flooding in North Dakota Affecting Delivery<br />
</strong>Blizzards tormented an already flooded North Dakota over the weekend, slowing the delivery of mail, newsstand and newspapers to most of the state.  Although the snow storms seem to be decreasing in severity, there are threats of worsening conditions as storms are still developing in the area. There have been reports of up to 24 inches of snow and with the temperature expected to increase over the next week, there is potential for melting snow to add to the flooding. Truck stops and rest areas are overflowing with truck drivers who have had to pull over because of closed roads and general safety issues in the current conditions.<span id="more-2186"></span>Due to the heavy snow, flooding and reduced visibility, the North Dakota Department of Transportation has issued a no travel advisory for Southeastern North Dakota including Valley City, Jamestown, Fargo, Wahpeton and surrounding areas.  Roads in Northeast portions of North Dakota are reported to be dangerous due to continuous ice, and the majority of the affected areas are experiencing road closures and frequent detours.</p>
<p>Over-the-Road Conditions</p>
<p>I-29 at EXIT 69 (CO RD 20) to EXIT 100 (JCT ND 200-A) NB &amp; SB uses same detour: I-94 to ND 18 to ND 200-A</p>
<p>ND 66 &#8211; from ND 44 to the Red River Crossing &#8211; Use Alternate Routes</p>
<p>ND 54 &#8211; from I-29 to the Red River</p>
<p>US BUS. HWY 2, Sorlie Bridge in Grand Forks</p>
<p>ND 17 Bridge over Red River East of Grafton at MM 138</p>
<p>ND 13 AT MM 384.5,  EB use detour at CO 81 North to CO 10, then East to CO 87, then South at ND 210; WB &#8211; use reverse detour</p>
<p>ND 200, Near Hazen, from JCT ND 200-A to JCT 1806 use alternate route ND1806 or US 83</p>
<p>ND 5 from I-29 to the Red River, East of Joliette MM332 to 335</p>
<p>Also no travel advised on ND 36 from Tuttle to Pettibone.  Traffic is reduced to one lane due to heavy snow.</p>
<p>Several other highways and roads in the Central and Southeastern parts of the state maintain a traveler alert but are allowing traffic. These road alerts include considerable snow coverage, drifting, ice and flooding.</p>
<p>Quebecor World Logistics will continue to monitor the effects of this winter storm and provide updates if any further delays become likely.  Currently, all QWL trucks are out to deliver and will continue to navigate the effected areas as efficiently as the conditions will allow.</p>
