According to Capell’s Circulation Report, 49 percent of publishers claiming rate bases have made adjustments to those bases in the past seven years.  “More and more titles are cutting back [on their rate base], and therefore making better delivery,” says Dan Capell. “And some titles who have had rate base trouble in the past are eliminating a claim all together.”  Circulation Management (May 14, 2008)
